Environmental Specialist

OVERALL JOB PURPOSE:   Oversee all environmental compliance activities for the surface mining operations, underground mining operations and related surface facilities at the Mountain Laurel Complex.

RESPONSIBILITIES INCLUDE:

• Oversee adherence to permitting conditions and provide assistance to mine operations to insure compliance with all regulatory requirements.
• Acquire and develop necessary environmental background information and environmental monitoring data required for permitting activities.
• Development and implementation of reclamation plans and water treatment systems.
• Monitoring of environmental controls for mine operations, including but not limited to: SMCRA, air quality (CAA), water quality (NPDES), waste management, SPCC regulations, RCRA, TSCA, CERCLA, and EPCRA Section 313.
• Coordinate with State and Federal agencies on reports/plans, permitting, and site inspections.
• Provide oversight of engineering consultants in preparation of all permitting activities.
• Assist in coordination of environmental audits.
• Preparation and management of environmental reporting requirements, including the company's Compliance Monitoring System (CMS) program and other environmentally related programs. Ensure compliance with all plans, processes, and the submittal tracking system.

PREFERRED EDUCATION & EXPERIENCE:

• A Bachelor of Science Degree in engineering, geology, environmental science or equivalent field.  Equivalent experience may be substituted for educational background.
• Experience in SMCRA and NPDES mine permitting in West Virginia.
• Proficiency in MS Office and AutoCAD; experience in surface mine planning beneficial.
• Excellent organizational and communication skills, both written and oral.
• Ability to manage multiple tasks with minimal supervision; works well under pressure.
• Working knowledge of EPA and SMCRA rules and regulations.
• Excellent safety and attendance record.
